Default Bumper removal

I have removed many, many Jaguar bumpers with very little issues except now.
I am trying to remove the 7/16 nuts that hold the rubber bumper to the car on the 88 XJS
I have been soaking them with PB blaster every day for the past week but the studs turn in the rubber.
I know that the stud head is square and fits into a slot in the rubber bumper.
I am trying not to do damage to the area where the studs go in the bumper.
Any ideas? For those who have done this, you know that there is very little room under there.
What can I do to get the rubber portion out?

Are you trying to take the rubber portion off with the bumper on the car or have you removed them.

I didn't have too much trouble getting the whole bumper assembly off my parts car last winter.

Yes. I am trying to get the rubber and chrome parts of the bumper assembly off the car.
The fixings are oxidized. and I do not want to break the studs on the chrome portion.

By far the best way I'm afraid is to split the nuts if you have a nut splitter you can get in there.
