Default cruise control cover/heatshield

Hi All, I just bought a cruise bellows cover as mine was "missing"... I started to pull out the old bracket and noticed the "cover" was there but positioned underneath the bellows, like a heat shield. A search on the web images shows most bellows covers are "missing" - or are they underneath??? My question is - what is the correct orientation of this bit? I have a concours this weekend, hence the analness...WAIT A MINUTE! Is there a heat shield AND a cover? If so what the part number of the cover??

The bellows cover, which is incorporated into the bracket, acts as a heat shield. Underneath is the correct orientation
