Dead Battery
There is a solenoid operated interlock under the gear console that operates when you press the brake pedal; I think that you either have to remove the ashtray or the gear shift cover to get at it.
There's no emergency release on an XJS?
On my '95 XJR there was a little hole next to the gearshift for emergency release. Remove the plug, insert screwdriver (or maybe the ignition key?) and push.
My Honda has something similar. I think most cars do. I'd be surprised if the XJS doesn't...but ya never know!

I didn't find any convenient way to get the car out of park so I removed the solenoid under the ski slope. Now I can take it out of park when I wish despite a dead battery or blown fuse.
