Never heard of anyone reprogramming the AJ16 ECU. Would love more info on that, if you can share.
Anything I've needed to reset on the ECU, such as base idle, TPS position, etc is done through the OBD2 port under the drivers side dash.

I don't understand what it is you're trying to do.
are you trying to read trouble codes? Do you have the check engine light on?

When I start it up cold it runs just fine. Then I shut it noff. Then if I restart it immediately the Idle immediately goes up to between 1300 and 1500 rpm and will not come down. I've already cleaned the air cleaner, the throttle body and MAF sensor. I've replaced the Idle Control valve.
I've been told by people on here that the Base Idle needs to be reset and the only way you can do that is have the ECM reprogrammed.

In order to reset the Base Idle adaptions, you need a very specific tool which is the old Jaguar programming device, the PDU using the WDS software, in working condition (unobtainium).
Maybe a more recent genuine VCM device using the IDS software may be used but I am not aware if this was ever tried successfully.
Anything else will probably fail.

Not long. Much less than the 1 hour shop time you'll get charged.
i imagine it's simply navigating some menus and pressing the right button? I don't think there are any values for the mechanic to input.
