Default Fender Arch Conundrum

I have noticed since I bought my 86 XJS that there is rubber underneath the chrome fender arch but I can’t seem to find a part or anything specific to that. So I’m wondering if it’s something that was installed by the PO or if it’s another part I need to replace. It is badly dry rotted above the arches so if I don’t actually need it there at all that would be helpful.

If someone has put chrome wheelarch trims on your car, I'd strongly suggest that you get them off as soon as possible and hope that the rust hasn't already set in.

I don’t know where you are but I have two rust free front fenders and two rust free rear fender cut outs. ( Southern California car now located in Minnesota).
