Front license plate mounting?

Front license plate mounting?
This doesn't seem like it should be that hard but ... 91 convertible, US model, the front bumper has a recessed area in the black plastic cover for the plate, along with two slots for bolts in the aluminum bumper itself. The only access to the back of the slots (to put nuts on the bolts) seems to be a hole, too small to put more than one finger through, not lined up with either bolt slot.
I guess it's probably possible to get a nut in using some really long tweezers or something but that seems like a huge hassle for something that should be simple.
Am I missing something here? How have you guys put that front plate on?

A front plate is required in Wisconsin as well, also the bumper doesn't look that great without something in that spot.
I may be able to get a photo, might be hard as it's the back side of the bumper, low and crowded.
I do have a plate on now, but fastened in a pretty half baked way - I'd like to do it better and more securely.

I have the same setup on my car. To attach the front plate I used an open end wrench and used some masking tape to hold a nut in the wrench. If you tape the nut at an angle in the wrench and insert it through the hole in the back of the bumper, you can then thread a bolt through the nut from the front. Do this on both sides and your plate is mounted. Kind of a pita but it worked for me.
