That's the vacuum supply hose for the cruise control bellows. If the nipple on the bellows unit is pointing up, it also means the bellows is installed upside down. Others will chime in where the supply side is, as my car is a later system that is different. My guess is one of the nipples at the back of the intake manifolds.
If the car is running and the supply port is open, you can probably hear the hiss from the air getting sucked into the engine. As a side note, the vacuum level is how the ECU determines load on the engine and how much fuel to inject, so if you have a vacuum leak it will cause increased fuel use.
As mentioned above, it could be a distributor vent, but it looks like it is attached to the bellows unit. Please confirm where the other end goes!

I have my cruise control vacuum hose plumbed right to a nipple at the front of the right hand intake manifold. However, most (maybe all?) V12s I've seen have a vacuum release switch between the hose and the intake manifold, as I recall
