Best way is to use a test light or volt meter. You should have 12v on both terminals. I'm pretty sure this part of the circuit is 'hot' at all times, but, if you don't get voltage with the key 'off', re-test with the key 'on.
You *could* jumper the wires together and see if the windows come to life but there is risk involved here. The thermal breaker acts like a fuse; it trips when there's a problem. Bypassing it removes protection for that circuit. If you jump the wires be prepared to un-jump then instantly if you see smoke !
Safer would be to temporarily install a 20 amp fuse between the wires.
However......
The XJSs I've worked on (all older than your car) have used a single thermal breaker for the windows....so if one window works, the breaker must be OK. Someone with a 1991 wiring diagram will chime in and let us know
