Headlamp Washer Jet and Cover - Mission Impossible?

My 96' XJS came with what Jaguar called the All Weather Package. Which I believe included the headlight washers, which I have. My original owner's manual says they only operate when the headlights are ON. OK, but it doesn't really tell me how to operate them. Or, I'm guessing the headlight washers work at the same time you're using the windshield washers ? Is that correct ?

Mine come on with the Spray button, and then promptly get stuck half way up. Theres two pumps if your car is like mine I believe one is for windshield the other does the light jets if I remember.
