I was able to open my Rochester Valve and clean it up. I used a small screwdriver under the small vacuum pipe and gently prised it apart. The top section where the vacuum line goes was clogged up. It is not clear in the picture, but there are 4 tiny holes in the cross shaped section. I filled it with water and sucked and blew (yea I know) until I could suck in the water and blow out bubbles. Also make sure the tiny hole in the bottom section is open also. Hopefully it will work like new now.
