Default Transmission swaps in California

I understand that in California, it's not legal to swap out a transmission for one that didn't come stock with the car (Replacement Parts Guidelines - Aftermarket, Performance and Add-On Parts Regulations) and yet I understand that people do buy and install manual transmissions in their XJ-S' to replace the 3 speed smushbox.

So, my question is: If you're in California and you've changed your transmission, how are you getting your XJ-S to pass smog?
