Turbine 20 Wheel refurb

Turbine 20 Wheel refurb
I am wanting to clean up and polish and reseal my Turbine 20 wheels. Clear coat is chipped and yellowed, and the 20 spoke spaces are all darkened and not cleanable.
I have started by stripping the old clear coat off from the outside. I am thinking that a media blast may be easier/more effective.
It seems there is maybe some sort of filler under the paint, or the paint is very thick? Is this likely?
Am planning to repaint the 20 spoke spaces again in 'Silver'. Not sure about the center hub that is also painted.
How were these even made? Where they painted overall then diamond turned and then cleared? That would seem to be a waste?
I'm looking for any tips on the project.
1. Is paint stripper going to affect the metal?
2. What method to mask off and paint the spoke areas. I was thinking to mash over all the holes and then cut the holes out with a knife, tedious, but not sure of another way?
3. Once the spoke areas are painted, then polish and clear coat the whole wheel.
Thanks
