Is there something that should be attached to the end of that cruise control?
The hose coming from the RH air cleaner cover is supposed to just hang like that and not connect to anything?

 

You're missing a cable or linkage of some sort for the cruise control.

That's the later Kiekert type cruise control. I'm not familiar with the details and my parts catalogs don't go to '92, sorry. Someone will chime in.

I'd say there absolutley should be something attach to that rubber air cleaner elbow. My guess is that some sort of metal tube should slip in to the elbow, possibly a breather tube or such?
