Smile Wheel balancing Help and opinions

I just had my front end (aligned?)and the wheels were balanced with two new p600s. They put the weights (stick ons), on the outside, (92 xjs convert). They look crappy. Is this the way to do it or can they be balanced with the weights ONLY on the inside. Plus, the steering was never loose but they say my tie rod ends need replacing and they couldn't quite get the steering wheel centered also it now pulls the the right on braking AND when I let go of the steering wheel. One last thing they said my upper ball joints need to be replaced too. (66k mi.) I never felt anything out of whack in the steering. They told me when I brought it back from the road test and found the wheel on an angle(not pulling), that they would center it. When I got it back it was at less of an angle but still not perfect and it pulled to the right. They said that was the best they could get it and have the front end still in alignment. Was I scammed here or what.I can't see how they couldn't get the wheel to be straight Regardless of the parts. I don't believe my tie rods are bad but I'm going to check them tomorrow. It's possible that the tie rods and ball joints need replacing.

Or not.

I can't say from here

If the steering wheel was centered immediately before their work there's no reason it can't be centered again. Same goes for the pulling. Was it pulling before?

I might add that rotten steering rack buhsings might come into question with repsect to centering the steering wheel.

In most cases tires can be balanced with weights put only on the inside.
