For the longest time Coventry West was the gold standard for rebuilt racks. No longer in business, sadly.
Seven or eight years ago I bought a rebuilt rack off Ebay. Foggy memory but I think the vendor/brand was "Detroit Gear" or something like that. Failed with 12-15 months. Morning sickness.
I then tried Maval brand and have had no problems since then
