Default Headlamp washers getting stuck out?

How do these guys work? Hydraulic pressure?
I had a leaky reservoir that my mech repaired for me by sealing it up with adhesive. Since then the headlamp washers periodically stay deployed. Any idea how to fix this?

The fluid pressure from the pump deploys them. A spring returns them once the pressure drops as they spray. Simple design really so they are either binding at the slides or the pressure isn't dropping.
