Had a look through the service manual pdf and I cannot find anything about the inner tie rod torque setting to the power steering rack.
I am replacing both inner tie rods and the outer tie rod ends/balljoint

I don't think the lock nut really needs a torque setting - a good swing on the wrench should be good enough - that's why they didn't give a torque setting.

Right. You count the turns to put the tie rod back on, equaling the removal, and that should bring the new one into the proper position next to the lock nut. The tie rod can’t unscrew once the ball joint end is attached, so the locknut doesn’t need to be ‘cranked’ up to the tie rod end.
