Default Need help with P0687 ECM/PCM Power Relay Control Circuit High

I am looking for the EMS relay. From what I have gathered the EMS relay is in the engine compartment box and is R11B. I looked at the engine compartment box (Drivers side near firewall) and there is no relay labeled with anything higher than R8. The attached drawing shows the relay and shows fuses 2,3,12, and 14 being used in that same box. I checked the box behind the back seat and the one in the (U.S.) drivers footwell. Only the engine compartment box has all of those fuses being used! So I think I have the right box but am baffled as to where the relay is. I believe those 3 are the only fuse boxes.

Surely I am missing something (probably simple!)..any idea?

You might ask why am I looking.

I had a CEL yesterday. It went away but I checked it out today and found this p0687 code. I saw two threads where "mosesbotbol" had a similar issue so I don't think I need an explanation of what it is. I think it is the EMS relay and minimally that is the simpler item to change out than the ECM itself so I want to start there.

Other symptoms? Maybe. When I went to start the car yesterday ahead of the code I heard a strange click that I haven't heard before just before the started turned. Also the car hesitates/delays sometimes when I push the start button. But those could be totally unrelated. The CEL is enough to get me to act. The battery is 6 months old and I use the maintainer regularly (CTEK 3300. Did the night before) and the car was out for an error free 40 mi. RT ride about an hour before the code: I don't think this one is the battery.

Thank you ahead for any help! Jac

Thanks to JimboV8 I have come to understand there are relays soldered-in BELOW the power distribution box in those vented area's shown in the pic in post #1 above. So I believe that part of the mystery is resolved for me. Unfortunately that means I can't just swap out a relay and see if the error code never comes back again. At this point the car has been perfect and no codes so I am going to move on unless it comes back.
