Default '02 XKR Electrical Quandry

My Dad (who is 72!) 2 months ago purchased an 2002 XKR, it's his dream car, he's always wanted a Jag, it's a beauty as all here know!

Here's the concerns...the steering column doesn't adjust by the controls on the side of the column but it does go up and, down when in the "auto" position. There's no sound of a telescoping motor running with a stripped gear.....the domelights do not work and neither do the windshield washers (they're suppossed to be on the same circuit) but, there's no problems with shifting or the ignition lock which are on the same circuit as well. Fuse 7 in the drivers side facia fuse panel blows immediately when inserted which is the dome/washer/locks circuit. Is there a commonality here or, am I chasing two separate problems? I'm very familiar with troubleshooting as that's part of what I do all day with audio equipment and, systems, I'm just not familiar with the Jag's schematics and peculiarites.

Any help is greatly appreciated.

Has there been work on the top latch hydraulic hoses? When I put the latchassembly back together I pinched a wire and had exactly the same problems. Pulled the assembly and made sure wires were clear which fixed the problem.

No, they usually are grounds beyond the BPM. In terms of power feeds, the BPM is only a logical switch.
