Since it will shut off the headlights and not the remaining lights, I would think you have a loose or shorted wire in the Stalk multi switch. The norm for a loose wire would be intermittent operation or none. It is possible that one of the wires is creating a ground causing the lights to stay lit.
I would remove the covers on the steering column and start checkiing the connections to the stalk. The stalk is the only point that i think all of the other wires come together.
If the wires don't seem to be causing a problem them I would replace the stalk switch.

Do the lights turn off when the engine is off and the key out?
If so it is a setting, Jags are homogenized for the North American Market, Canada must have running lights. Yours could be turned on. Visit the dealer to have them turned off.

I replaced the multiswich in September because it was broken brand new from the dealer I have had bulb failures due to a bad ground in the tail light connections that i fixed that

So, if I understand your symptoms, when you remove the key, irrespective of where the lighting stalk is set, the sidelights & side marker lights remain on?
In which case, you must have to keep putting the battery on charge?
Is this correct?
