The operation of the parking brake is different than most other cars.
To properly release the parking brake you must keep your finger on the button while pulling the handle until it is under significant tension. Then while still under tension, release the button.
Likewise to set it, the button must be pressed while pulling the brake.

The Parking Brake is fully mechanical and independent of the hydraulic main braking system. Application of the Parking Brake causes the rear cables to pull on the expander levers and the expander lever mechanism rotates on a pivot pin to force the brake shoes outwards to contact the rear brake discs.
The Brake Warning Light has a dual function:
1. lights up if the ignition is ON with the Handbrake applied
2. indicates low brake fluid
As you have eliminated brake fluid and determined the light is being triggered by the Parking Brake, the warning light switch must be sticking or broken. This is bolted to the lever and is available separately (see item 3):

Provided you are operating the brake correctly and there genuinely is a fault, the mechanism should be checked and adjusted promptly as the parking pawl in the transmission is not safe to hold the vehicle on an incline.
