Sounds like the 'square-drive' cables are pulled back from the housing?
Maybe the cable outer sheath is disconnected??

Seats have 2 problems:
  1. The headrest cable is too chort, so the motor spins and the headrest does not move
  2. The control module circuit board wears out with vibrations, and features stop working (heat, seat back rest reclines but doesn't rise, etc.)
For 2, swap the control modules between driver and passenger to isolate the problem module. they can be rebuilt for a small fee, or fixed at home with soldering skills. They are under the front edge of the seat bottom, 2 screws, 5 connectors total.
