Not sure that I understand your question. If you start the car and YOU rev the engine it will only go to 3000rpm. The car is setup/designed to do that. If you put the car in gear and hit the accelerator the engine will go well over the 3000rpm and give you the performance you want.
If you are saying that the engine after starting it goes to 3000rpm on its own I would be very concerned and would be checking the TB and or the TBPS.

Sorry, I can't help you with this problem, but I thought that I should point something out just in case you were unaware of it. FYI, these cars are trouble prone when only driven short distances. Given the opportunity, I would really try to limit that as much as possible. You might want to do a search here on the forum, as there is plenty of info on the subject. Good luck with your revving issue.

What is the condition of the battery? Check the battery output voltage, especially after it sits for a couple of days w/o being recharged. My guess is that it is falling below 12.1V. At this threshold (12/12.1) lots of quirky things begin to happen, one of which is - the ECU doesn't have enough voltage to keep its last shutdown algorithm alive. The startup high rev is a classic symptom when the battery has been disconnected for several hours, the ECU will reestablish all its initial sensor readings at high RPM.
