Ground the blue/white wire at the pressure switch that is on the line under the fans. This will activate the clutch in the compressor. Also check the fuses and relay.
Also you may want to use a vacuum pump to dry the system. At -30 psi shoot some R134a with Pag oil, this will get some gas into the system and the compressor might start. Then I used the low port and shot some more Freon into the system. It was what worked for me.
