Is there any chance a 2000 4.0 Jag has metal chain tensioners?

Not unless the OEM plastic ones (likely 1st gen) have already been replaced.
I'm in same boat as you with my 2001 4.0 XKR - only way to be certain is to take a look. Booked in to workshop next week.

Don't delay!

I thought my tensioners had been changed when I bought the car. Turned out the previous owner only did one bank. The The plastic tensioner broke off and broke my chain (88k). Cost $2300 to repair the damage. Don't take a chance on finding out sooner than later!
