When holding the wash function on for what seems like a long time trying to activate the headlamp washers are you seeing washer fluid dripping onto the ground up front? You didn't mention if the windshield washers are working? If you're getting puddles up front it's likely that the lamp washers are 'crudded'/stuck and no amount of vacuum is going to make them work without a little mechanical help getting the nozzles out where they work. I've used a dental pick to help pull washers free from two of my past cars with no damage or marks that corrected the problem.
Cruise control activation is likely electronic more than vacuum related. Someone with a bit more smarts than me about accessories will likely chime in and offer you a possible cure. Curious to see what the problem was as well as what the fix is. You've checked the fuses, right?

Your cruise control is electronic, not vacuum like the AJ26. I don't think you have any oil change aids, but not positive.

The headlight washers only work when the lights are on. They are water pressure powered not vacuum. At least that's what my 03 manual says.
