Fuel Pump Relay problem

Default Fuel Pump Relay problem

I replaced the hydraulic fluid for the top, and now I have a P1230 Fuel Pump relay OBDII code. I can jumper the fuel pump relay and get the fuel pump to run. I traced the wires from the relay to the ECM and its good. The other side from the ecm connector has about a 70 ohm connection to ground and about a 70 ohm connection to the ecm. First question, does the ecm control the fuel pump relay by grounding the line from the relay to the ecm? Then it would make sense the other relay connector is providing the 12 volts to close the relay. Any ideas?

One Relay Coil Terminal is connected to the +12V Battery Buss. The ECM connects the other Coil terminal to Ground to activate the Relay. The ECM monitors the Current Flow to determine if the Coil is Connected.
