I have no locksmith in my area that deals with jaguar keys so I am stuck in my own to get a working one. I have bought the key but with no way to cut or programprogramputs me in a bind. I know I can't be the only one with an xk8 that lives far away from services. I'm wondering if my cat is going to ever be able to run again.
It would be helpful if you would include the location where you are and in your signature what year and model you vehicle is. It is hard to help when we don't know where we are working with.
Now on to your problem. You only have 2 choices: First find a locksmith that can not only cut the key but has the ability to program it. Second is to find a dealer and get the key cut and programmed.
Just cutting a key will not solve the problem. The SCLM will not recognize it and will not let the car engine start. The key must be programmed to the car so the module recognizes it.

Can you be more specific about what you already have?
As avern1 said, you need the right key (tibbe), physically cut to _your_ car. This key can then let you in and out of the car and trunk, and turn the accessories on (radio, etc.). There are online vendors for these keys provided you can supply the tibbe code. It is not very expensive, so you might want to do 2 or 3. Make sure they key has a compatible chip in it, the vendor should be able to help. My understanding is that there are at least 2 different (incompatible) chips over the years for all XK8/Rs.
To start the engine, all the keys have to be paired to the car. This can be done by some locksmiths (they typically can come to you) with the right software tools, through the diagnostic port. The hard part is to locate them, as searching online finds a lot of aggregation services thin on specifics. It is probably a matter of dedicating a block of time and start calling around, dealing with frustration and being persistent. Maybe a local hardware store or independent car dealer can point you in the right direction.
The alternative is to order a copy of the factory diagnostic software and the corresponding cable, and have a suitable laptop computer to run it. Then you can add keys on your own, in addition to all other diagnostic features.

We don't ask members to provide unnecessary personal information but two things are essential:
1. Vehicle - Model & Year
2. Location - City or State
Jaguar specifications vary between model years and World markets. If you hope to get the best advice here then you are going to have to provide this basic information.

Jami,
This is your 3rd thread on this and they all pretty much tell you the same thing. Someone with a programmer needs to access your car (a 1998 XK8), so to get ANY help, you need to tell people where you are.
If you had a '97, you could just order a $40 cut key on line, but yours needs a transponder key.
Do you know the Key's code? If you have the Owner's manual packet, there is a spot to record this code. Maybe the original owner did? If not, someone could easily get the code by carefully disassembling the trunk or door locks and recording the disc order.

my vehicle is a 98 xj8. I am having an issue getting into my dash to finish building my profile. But I have found a dealer in salt lake city Utah who can cut a key and i am in Anaconda Montana but can't get my car sown there. The locksmith here does not want to mess with it. They said they learned through experience that they are too much of a problem to program?

Disclaimer: I have a later car with a different setup, and I have not ordered keys online. Just trying to help.
Can you reach out to the dealer (any Jaguar dealer, really) and ask them to supply the tibbe code for your car? I assume they will ask for some form of proof of ownership, and might only mail it to the address on the title. Up to them.
Best I can figure, you can get the right blank key here:
Jaguar TBE1T5 XJ-Series 1998-99 / XK-Series 1997-99 (BlueRocket)
In addition, you need to buy the cutting service, based on that tibbe code:
Cut a High Security / Tibbe Key - FIRST COPY
Additional copies are cheaper...
Once you have possession of the new key(s), you have to have them programmed in to the car. Have you tried reaching out to a local independent car dealer? I would assume they deal with lost keys all the time, and more than likely have a service readily available.

The same vendor is on eBay, too.
Be sure to get the right version:
car-compatibility
Do you have the original owners manual? If so, did you check to see if the key code was recorded. To get a new key cut, you need to know the code.
