Just happened to notice this device tucked up in the rear shock recess in the body. Since I will be re-installing the suspension system shortly I think it maybe advantageous to replace it now? Does it need to be replaced in the future ? What is it?

It's the other end of the canister close valve.
One side to the tank and the other to the atmosphere so the fuel tank can 'breathe'.

I've never heard of anyone needing to replace one??
Is it damaged??

Thanks for clarifying what it is. I dont think I have to replace it. I was concerned that if it was a device that would require to be replaced in the future that I should do it now.

If it fails you will get an emissions check engine light and a message on the screen that says "Check Gas Cap".

It does happen but is not all that common of a problem.

The 98 seems to have multiple options but I think you are looking for:

Maybe the system changed mid year?

Such a warning message with a light could also be a result of a loose gas cap OR one with a bad sealing gasket OR problem with the purge valve OR recapture canister that's mounted behind the driver's side front wheel OR one of the various lines connecting all that plumbing. This is probably the very last thing that would cause such a message and light.

The hollow pipe into the right rear damper/spring mount area is just the open end of the canister close valve system. You can re-install the suspension and still access the close valve.

Corrosion was the problem years ago and the TSB was issued.

Look at TSB 303-S841

I'm confused, the valve seems to be at the front left of the car but the picture is of the right rear, how can these be the same items?

A 'purge valve' and 'canister close valve' are 2 different valves for the emission system.
