Would hard reset affect ...
my radiator fans coming on ( or not as they are not anymore) - all was well regarding them before the reset?

Can't hurt but probably not. Time for some circuit tracing. There is a pair of relays located down at the bottom center of the radiator that turn the fans on under direction from the ECM on advice from the coolant temp sensor.
