I'm not really sure what you can glean from measuring the voltage on pin 6. The standard PIDs use the ISO9141 network which is on pins 7 and 15 which according to your tester are OK What OBD reader have you tried using and have you set it to default to ISO9141?.

I can't really tell from your photo, but it looks like you have GND and power on 4/5 and 16 which is correct. I would be more interested in working out why you have to bypass the ECM relay to get power there. What else have you tried on the car?

There is no switched signal to the relay so I bypassed it to check there war 12v going to the ECM also had the ECM tested previously the owner I brought from had a secondhand security module fitted gone though most of the 12v and 0v checks at the moment trying to get sdd to work to see if that helps

Your profile shows a 2.7L 'S' type:- what year is the X100?

Was that a response for this issue or something else?

You should also have B+ on pin 9 of the connector with the ignition 'on' (position ii). Possibly fuse #10, 5A, in the driver side fascia fusebox depending on year.

I think I would find out why there is no signal to the relay. Who knows what else isn't getting switched on?

I'd would focus on getting OBD2 connection working first - perhaps try and ELM327 adapter and OBD2 app like Torque or similar, since those are very cheap and known to work well.
The ECM relay is turned on by the ECM I think (do you have AJ26 or AJ27?), so that might suggest an immobiliser/security module issue, or no immobilizer setup completed with the replaced module (which can be done with IDS).
(ECM has an always on 12V feed from the battery to keep the standby RAM active, etc., as well as a 12V feed via the ECM relay, so it always has power)
As Michaelh stated, the fuse for the OBD2 pin 9 is different depending on model year, so check out the appropriate year electrical guide to identify it.
