Will the seat-backs tilt further forward and just not back, or are they stalled in both directions?

If you are hearing a click when you hit the switch, then most likely the switch pack is not the problem.

By far the most common problem in these cars with the seats is the control module. There is one for each seat and they are located under the cushions. Do to a poor design, the copper electrical traces on the printed circuit board module rubs agains the plastic housing and eventually create open circuits. If you or someone you know is handy with a soldering iron, I can post a link on how to look for and do this type of repair. There are also companies that do module rebuilding. The final alternative is module repalcement, but that is the most expensive.

There is a lesser chance that the problem is chafed wires under the seat. This is also a known issue, but not quite as common.

The other possibility are two bad motors, but I think that is least likely.
