If it's the OEM paint it sounds like an E-Coat problem where the paint lifts off the primer. This began to happen as auto manufacturers transitioned from solvent to water based paints. If it is a repaint this could be due to an inferior aftermarket prep and paint job....JMO....Please post some photos if possible...
