I thought JLR must have restricted this feature via software due to the lack of part number differentiation. My assumption was correct, and I managed to enable the feature by modifying the CCF. Now, I can control it through the instrument cluster.

I am not familiar with "CCF." Is this possible to program on a 2025 U.S. F-Pace too? What tools or software would I need?

CCF = Car configuration file, basically the master settings for all the modules in the car in how they are supposed to function.

This option is disabled in the US market due to some federal regulations about "moving light sources" not being allowed, so we don't get the fancy dynamic headlamps and a bunch of other cool things. Yes you can modify the files yourself if you have the correct tooling, but just be aware that there is always the risk of unintended operations, battery draws, etc by changing settings away from 'as-built' settings. That being said, it should cause no issues and looks much cooler. Some manufacturers have gotten around it by using one segment that comes on fully along with the sequential function, like on my S4. But it's a stupid old law that is in process of being adjusted I believe.
