Using new gaskets. Mechanic locally is saying that is normal and it is designed to shed the water. Can't imagine, even 50 years ago, water would be running down the hood, under the chrome ring, past the gasket and down the headlamp constantly. The new gaskets are leaking more than the older models. Didn't want to tighten the chrome ring down too much. Also didn't want to silicone the gasket to the bonnet in order to seal it, as there was nothing on the older gasket.
Thoughts?

Default leak

I wonder if leak is around screw heads?? Seems like this era of seals were prone to leaking and I am not sure that even new if the lights were water proof.

The leak is coming down the bonnet along the chrome trim and under chrome ring.
