Hi,
I just bought a 2024 F-Pace that only had one key. The dealer I bought it from said he would get me a key at his cost, but then I would have to take it to a Jaguar dealer to be programmed.
He claims his cost for the key is $600, and the Dealer would probably want another $400.

Could this actually be true?

That's the only way to find out.
You may also be able to find an Indie or a locksmith that could do it for you.

 

I had a replacement key fob programmed by dealer for $179 without the blade key cut back in 2020. I bought the key fob at the dealer for $100
I had a locksmith did it for $30. He made one as trial run on an uncut rubberhead key. We went to the car and tried to open the door and it worked. He then made a final cut to the Jaguar Fob blade key. So I got 2 keys for the price of one.
