Have you tried Jaguar USA (I'm assuming you speak English as your main language)? I used their "CONTACT US" link before which got a very quick response and also pushed my local dealership to actually respond to my inquiries. They may be able to facilitate getting you in touch with someone with some importance in your current region.

 

I've been in email dialogue with the social media team the past day. It took them 13 days to respond after they first promised to make contact.
