2018 Infotainment System and iPhone
Although I have Bluetooth-paired my iPhone X with the car, unless I actually connect my car via a cable with a USB port in the console, I can only play the songs that are queued up to play. I can’t access my phone’s entire music library unless the phone is cable connected to the car. Is this correct? This just seems odd.
In my 2015 BMW, all I have to do is get into the car with my phone and I can access everything without having to physically connect the phone to the car.

You shouldn’t have to connect with a Cable, Have you tried a different generation of iPhone try pairing a Friends phone to see if it’s a problem with your infotainment or Phone ? A lot of people have had various problems with the X in JLR vehicles.
