Who knows, but it's common with the large number of auto recalls these days for there to be a shortage of parts initially after the recall is announced. I had a Jeep recalled about a year ago, and the parts were only available at my local dealer recently. I also experienced it with BMW as well.

It's usually not a big deal once you've taken delivery because you can keep driving a vehicle, but I think it's true that a manufacturer can't ship a car to a dealer without taking care of the problem.

I suspect that yours sat there for awhile awaiting the necessary parts. The problem with seat belt sensor was that it was mis-wired, such that the passenger seat airbag sensor often wouldn't detect a small person in that seat.

Could also be that there were hundreds of other cars in port at the same time needing the same repair, and just not enough technicians to jump on them all at the same time.
