Which Jag models and years allow VIN rewriting?????

13 XF VIN cannot be changed in ECM, BCM etc. and unlucky owners need about $1200 for new module and 150-300 (?) for reprogramming. 03 S-type is OK to reprogram VIN, so used module can be installed.
