"...still shakes..."?
From this can we presume that the shaking was also present with the previous tires and wheels, and is unchanged with new tires and wheels? If so we can probably rule out a tire/wheel problem, as two different sets of tires and wheels wouldn't likely have the exact same fault.
Is this something you feel thru the steering wheel? Or thru the body of the car? Or both?
If the shaking is primarily felt thru the steering wheel then you might have a problem with a loose/worn tie rod or other suspension part.
Is the shaking entirely road speed sensitive or will engine rpm change it? Try shifting to neutral or downshifting to a lower gear. If engine rpm doesn't change the shaking then we can rule out a few things.
Cheers

Doug the had the same problem with old tires and rims. Shakes are more body than steering wheels and build to a max in the low 60's then get better. No issue with rmps's however strange every once in awhile when cold the car will rev itself when coasting. Mechanic told me cowl shake is normal with this car however this amount is not normal

Shakes thru the body, not engine rpm sensitive, and not wheels/tires.
At this point I'd be suspicious of the U-Joints.

Hi Doug looks, like my Jag guy wants to install a OEM Jaguar Convertible Torsional Rigidity "X" Bracing System. He told me they were, used on 1992 and newer xjs's. Hope this will help nothing on the suspension was found to be out of
