Just repalce cool fan and daul coolant flow value. Pump down Ac compressor and and new ac 134 fluids. The compressor kick on and off at idle and when driving. Is that normal? The ac blow cool air

I think if it cycles often it's struggling. Er, but I don't know how often "often" is!

Reasoning: it's aiming at the temp you've set. It's a control system with feedback so will be constantly correcting, but will have a small amount of tolerance (hysteresis). If it cycles too often it will be because it can't hit the "set point" (your selected temp). Commonly due to not enough a/c gas (R134a), because then the low pressure cut-out keeps triggering. That's not the only possible cause (high pressure cut-out is another) but because the gas gradually escapes, it's the one you expect.
