Default cold start or limp mode?

i have a 2000 jag stype 3.0 it seems to have a rough idle, tonight i started it up and it would not pass 2500 rpm, is there a precaution built into the ecu that will not allow the car exceed 2500 rpm when not at full operation temp yet? also the exhaust smells really rich, i know i need plugs, but is this an air leak? i have a code reader and it is not throwing any codes but the light is yellow, which is a pending code correct? i plan on changing the plugs out in the near future (have them just got to get the gaskets) it also seemed like the car had low power when i drove it the other day (project, just repaired flange, driveshaft, shifter cable, etc so have not had alot of drive time in it)

I'd recommend the proper gaskets, Fel-Pro does them for a reasonable cost.

Probably the well known vacuum hose(s) that leak with age. OBD can confirm: check fuel trims - see any of my many posts about this. Same threads often mention what else to change.

I have the intake off now I'm going to clean it up the next few days. Passenger side plugs looked black, changing them to Bosch. Which hoses tend to fail? The elbow? I forgot to add I replaced fuel pump strainers, strainer on other side of tank and the fuel filter. The gas is probably 2 years but smells fresh, I'm wondering if that's the issue

bought some throttle body cleaner and sprayed the tb and the intake, dirty from oil going into it. i think the upper gaskets were seeping oil too, so when i put the new ones on im goingn to put some rtv to help seal them. i do think i figured the vac leak, the tubes that go into the top of the valve cover with clips on them on one 2 of the 4 are broken and on the other one is broken. anyone have the part number for that?

got it all back together, but same thing, so i did the running test with my 3100e obd2 tool and it pulled p1131, which i looked up and it looks like its an o2 sensor issue bank 1? so i took them all out and checked them, all were ok except for the drivers side furthest back. is that up or down stream? anyway the tip was broken off and it was really black. i took front one off and cleaned it to see if it will help. im probably going to pick one up locally. anything else this could be? the drivers side exhaust is clearly running way richer than the passenger side.

P1131 is bank 1 (RHS) upstream. Codes PDF & JTIS are free on this site, with the info.

I'm going to test then when I get home with ohm meter. Rockauto has the or direct fit for 24$ a piece I know I'll need at least one.

Both passenger side o2 sensors tested bad, ordered from rockauto also tested for vac leaks with a cigar and found none think issues are o2 related.
