Sounds like the tranny position switch is not properly aligned. To confirm this, I would put the shifter in PARK, plant the brake pedal firmly, attempt to start. Shift the tranny to Reverse and attempt to START. Go into NEUTRAL, attempt to start. I bet you will find one of these will cause the car to start and that is the car's true either PARK position or NEUTRAL position. From there, you will need to adjust the shift mechanism to make what gear the car is in match the shifter.
If none of the positions work, then you probably don't have the NEUTRAL Safety circuit wired up for the car. This will prevent the starter from getting the signal from the key.

A few quick things:
Charge that poor battery. If there’s any question about the battery’s overall health (not just state of charge), have it load tested. Nearly any place that sells batteries will test yours for free. Replace it as needed. Keep in mind new batteries are typically not fully charged at the time of sale, so charge the new one if needed.
Please keep in mind that jumper cables are for emergency use only, such as if a good battery accidentally ran down partially while parked, and just needed a little push to get the starter spinning at a good clip. If parked at home, figure out why the starter system (battery, starter, solenoid, cables, and control circuit) isn’t working and fix that. Using jumper cables is roughly akin to breaking your leg and buying deluxe crutches to get around permanently, instead of fixing the broken bone.
With a fully charged battery (hint, hint), look at the indicator lights on the bezel at the base of the shift lever. As previously suggested, make sure either P or N is illuminated. If the transmission is in any other position, the starter is inhibited.
