Dead instrument cluster or lost key programming?

Dead instrument cluster or lost key programming?
I had S-type couple years ago and starter stopped working at some point.
I bought used instrument cluster, it was installed by a dealer, and everything was fine.
there are 2 possible reasons for that problem:
1.cluster broke and needed replacement (which was done)
2.it lost key programming, so keys could be programmed again.
Problem 2 happened to my another car, Scion TC, key was just reprogrammed again, it was it.
My question to Jag mechanics:
Did cluster replacement was really needed or key reprogramming could be possibly enough?
