Headlight initial setting

Default Headlight initial setting

Guys I am looking for some guidance on this one, I have searched and read about enough about headlight adjustment in the forum and service manual. No where however does it mention how to do the initial setup, I have replaced all the plastic clips inside my headlights. In doing so I have lost the initial setting, does anyone know the procedure to do the initial setup for the headlights on our s-type?
I know from past experience that there should be a dimension for the height of the beam when the car is parked atr a distance from a wall ect??

Here, every garage ("shop" where they work on cars) has a device for this. Drive up, lamps on, they peer in it and then start adjusting lamps. Repeat till OK. Don't they have them there?

Lights are checked every year during MoT (annual test for mechanical, emissions, you name it).
