Heat recirculating option turns off
Not sure if this is how the climate control system has always worked, but I have just recently moved back to a cold climate and every minute or two I must press the interior recirculate button on the climate control or it pulls the hot air from the engine instead of cabin.
I played with the Recirc button on my '02 this morning.
If pressed briefly, you'd get a single chirp and the system would automatically revert to fresh air after approximately 5 minutes.
If held for several seconds, you'd get a double chirp and system would stay in recirc mode. IIRC, at next engine start, the system would still switch back to fresh air mode.
With either option, the general logic seems to be avoiding continually running in recirc mode. Moisture gets trapped in the cabin and it makes it harder to keep the windows clear.
What ambient temperatures are you experiencing? Normally fresh air mode is more than sufficient for heating. With everything in good working order, you've got a virtually unlimited heat source under the hood and the heater shouldn't have any trouble keeping the cabin warm. AFAIK, recirc mode is really only intended to help the AC system cool the cabin when heat-soaked. Some people use it to momentarily block out stuff like diesel smoke when stuck in traffic, etc.
If you suspect inadequate output from the heater, please see this troubleshooting guide, specifically posts #2 and #6:

FWIW, on my pickup, recirc mode is labeled Max Cooling and is only available with the AC on. You can't select recirc by itself, such as when running heat or defrost.
