It is. Page 4-1 of the owners manual shows an illustration of the light but there is no accompanying text to explain it's function at least in the North America version..
Out here in the United Arab Emirates, all cars are required to have either a visual or audio speed warning when you exceed 120kmh (75mph) - the speed limit on the motorway/highway. My car puts up a red "120kmh" annunciator on the bottom right of the instrument panel - thankfully without audio soundtrack

sounds like they have set your car region to a different country/continent.
the are some differences the way a car set to different countries behaves.
the usa for example dont have deadlocking like we do in the uk.

I've seen this on my BMWs, but not my Jaguar. On my BMWs the speed warning was easy to change, but I suspect you will have to have it programmed off by a Jaguar scan tool. The light isn't shown at all in my owner's manual.
Sounds like a trip to the dealer to have it changed. Although they (the Indy shop) fixed the vehicle I'm not 100% sure that they actually did it. They put close to 100 miles on the car, then they changed the license plates to their own i.e. removed the dealerships plates that were on there when I purchased it. So here is what I'm thinking, they drove it to the dealer or another shop and told them it was one of their cars (they are a pre-owned car dealer as well) to get a break on the labor. Although I can't prove this, it's just a hunch or gut feeling. Either way I don't really feel like going back there which is why I would take it to the dealer to fix the MPH light issue.

Whether the independent shop did the work themselves, or subcontracted the repair to a dealer, the first shop is responsible. You've got a pretty clear case of them inducing a new problem, so it's up to them to make it right without any additional charge. Even if they have to sub it out again to the dealer, you shouldn't have to foot the bill.
