Is obd2 port always live.

I ve got myself a solar panel trickle charger, i can't plug it into the cigarette lighter as that is ignition switched, but it does come with an obd2 port adapter.
as the title says, is the12v live with ignition off please?

I do not know the answer to this. However, SDD knows when the ingnition is on or off.

Pin 16 is supposed to be BATTERY POSITIVE and pin 4 is CHASSIS GROUND.
