Bernard, first off, welcome to the Forums. Lots of good information and people here willing to help you get past your problems. But, we do ask a small favor of you. Please stop by the New Member section and tell us a little bit about yourself and your car. We pride ourselves in being a better car group and as part of this, we like to get to know one another and keep things on a more friendly basis than you will find elsewhere. This will also give you a chance to meet those that make this place what it is.
As for your problem, I guess I am a little confused as to what you are seeing. When you say Low beam, are you referring to the yellow light in the passenger low beam housing or the actual white head light? I know in my car, the headlights do not flash when you press the lock button twice. I only get the yellow turn signals to flash to acknowledge the car is verified locked.
If the turn signals are not activating on the one side, I have to ask whether the rear turn signal on that side works too? I ask this as if this is only a turn signal issue, we are down to 2 possible components. If the rear turn signal is not working on that side too, then your problem is the turn signal stalk on the steering column. If the turn signal works on the rear of the car, then your problem is a bad GEM module and you will need a new module.
Please let me know what your responses are. I will help you get to the bottom of things. How are you with using a multimeter? Just trying to figure out what sort of tests that we might be able to do should we need to go that way.
On a side note, if you are near the DC area, we are having a "Pride of Jaguars" meeting tommorrow (9/28) up in Fairfax, VA at the Fair Lakes shopping center. We will be meeting from 8-10 am and then most of us will be following that up with a brunch at The Blue Iguana (nice restaurant). I will be there and I can then see things first hand and we can take things from there. I live in Southern Maryland. So, if you don't mind a litlte bit of a drive and are in the Richmond/DC area, it wouldn't be that far of a drive. Look up "California, MD" (yes, it is a real town).

Chris, I was wondering if you've worked on the xjs before? I found one that I'm considering to buy but it needs some TLC. I'm thinking that new plus, filters, and new gas will get it running well. Is this something you could help me with if I buy it? I can tell from your posts that your experienced working with Jaguars.
I'm also in Maryland. Sorry for replying on this post but I couldn't figure out how to private message you.
